After I made the edit, I rebooted the whole thing before testing.
I just now ran 'gen-rc-conf' and rebooted again.

I see my change in /mnt/kd/rc.conf

Dunno if it's relevant, but /etc/rc.conf doesn't contain the change, and 
says it's autogenerated.
