Yes, the restart delay:
## The PPPoE restart delay (in seconds) between pppoe-stop and pppoe-start for a pppoe-restart.
## Defaults to 2 seconds when not defined, some ISP's may require a much longer delay.
#PPPOE_RESTART_DELAY=2

I have some providers where I need to use 120 or even 180 seconds delay.
I used that so that I restarted the PPPoE conection at let's say 03:00 in the night, so that the ISP didn't reconnect during business time.
