Whoops sorry you are right. This is the email that says it has gone below the threshold!
The email that says its over the threshold is 'Resource limit matched'

Both not very descriptive ☹
Would be better with something like:

< Resource limit ok

    What is your "loadavg (1min)" limit set to ? The measured 0.9 is normally below the limit which would imply "succeeded".
