I have looked through the list and the site but did not see anything that
would help solving this ...
Any pointers would be greatly appreciated.

If it is a static message just configure an extension in your dialplan
to play that message an originate a call to that extension (via
OriginateAction)
if it is dynamic create an AGIScript that plays the message and
originate a call to that AGIScript.
