Can I manage my SIP accounts (extensions) by AJ? Especially can I create and
delete accounts?

No this is not supported by Asterisk-Java.
If you want to manage dialplan and SIP users from your Java application
you might want to have a look at Asterisk RealTime though and place your
config in a database that is easy to manage externally.
