#13 The transmit thread "hangs" intermittently

This has been hanging around for a while in AsterFax.

At times AsterFax stops servicing the spool directory
and new faxes never get transmitted. This is a dead
lock issue. We've done some work on this which seems to
have reduced the regularity with which this occurs but
I suspect it is still hanging around.
