The preinstall contains:

So the first line is commented out. ASTAP is installed at /opt/astap
HNSKY is installed at /opt/hnsky
The only other thing what happening, the installer is putting a menu file at /usr/share/applications
Could you try an other installer?
or try to install using the command line:
sudo dpkg -i ./package_file.deb
My knowledge of Linux is limited. Worst case you could download the tar version and unpack it at your home directory in something like ~/hnsky The supporting supplement files have to be installed at the hidden directory ~/.hnsky . anyhow but they are not essential to start.
