I believe that if you have a list of files in lights and then select all the files and do the solution solve from the pop up menu rather than the tools menu, it will always solve the image (even if there is a preexisting image). Would it be possible to have the option to just use whatever solution options are in the tools menu defaults.
I use the drag and drop to drop multiple folders of images into the lights panel so that I can solve all the folders at once. Sometimes, I have folders that already have solutions in them and don't need to reprocess.

I considered your proposal but I'm worried that for stacking the solution could be slightly different if e.g. the number of stars was selected differently or a different database was used. So it was chosen for solving the image by the popup menu to override the solutions to guarantee that all files are solved with the same setting. A difference of only a fraction of a pixel could make a difference for stacking.
However if you put them in the photometry tab or put them in the light tab with option alignment="Astrometric alignment and press analyse/(stack?) only the files without a solution are solved.
Note that for stacking you better select alignment="Star alignment" rather then Astrometric alignment.
