No

Aspell supports to ignore the arguments of some
commands in TeX mode (add-tex-command). But it does not
support to ignore the contents of environments.

For example, the math-environments (e.g., equation,
eqnarray, align) could be ignored since they normally
do not contain much text. Is there a possibility to
achive that? I don't see any (even not in the source code).

The perfect behaviour would be to ignore everything
inside the math environments except the things that are
in the argument of the \text or the \mbox command.

Yes, I agree! This would increase performance on TeX documents greatly.
