#1 Multi resource

It would be nice to have a table of all resources in
the organization and select who is available when
creating a new project.
Further, selecting Staff for a project should be from
a list which shows the expertise of each person.
We can call this resource allocator.
Please let us know if somebody is interested in adding
these features
