#23 x400 Parse Failure

Is there someone that can assist me in getting the attached file from the ITU X400 specification (annex D) compiled ? It fails with:
ASN.1 grammar parse error near line 50 (token "{"): syntax error, unexpected '{', expecting TOK_FROM or ','
Cannot parse "./appd.asn1"
Any help would be much appreciated
