#6 SCTP support

For in-house (and future-looking) services dev, a layer-4 SCTP encapsulation (boost::asio::ip::sctp, etc.) would be extremely useful.

In standard socket implementations there are both 'TCP' and 'UDP' access 'views' of SCTP. To simply get things going, the easier (vis-a-vis ASIO's own model) could be done first.
