The sad thing is that it is in contrib/, i.e. it is not installed in any official Git package.

The good news is that GitGitGadget has a fairly up to date Git checkout available. While we cannot rely on the worktree (in fact, it has been a long-term plan of mine to turn this into a bare repository), we can easily call git -C <git-worktree> show upstream/master:contrib/contacts/git-contacts, write it to a local file and then call git --exec-path=. contacts.
