#44 3.1.1 windows build errors

Hiya,

I had some troubles getting 3.1.1 to install on windows10 x64. The following fixes seemed to fix things for me.

1) src/fractallabelers/fractalmarkerset.cpp removed the call to non windows CLOCK_MONOTONIC
2) src/fractallabelers/fractalposetracker.cpp changed uses of u_int32_t to uint32_t, also removed call to CLOCK_MONOTONIC
3) src/fractallabelers/fractalposetracker.h chnaged u_int32_t to uint32_t
4) src/fractallabelers/fractalmarker.cpp changed the uses of words "and" and "or" to their boolean versions
5) src/cmakeLists.txt added a line to force windows to export symbols for the library "set(CMAKE_WINDOWS_EXPORT_ALL_SYMBOLS ON)"

To get things working in debug mode I had to do modify the istream.read call in src/fractallabelers/fractalmarkerset.cpp `FractalMarkerSet::_fromStream(FractalMarkerset &configuration, std::istream &str)'

        if (nsub > 0)
        {
            str.read((char*)&id_submarkers[0], sizeof(int)*nsub);
        }

as on the final submarker causes a visual studio exception when id_submarkers[0].size == 0 in debug mode.

Once fixed, things are working really nicely! Thanks for the updates!
