the web page for arsperl does explicitly say:

"ARSperl is an integration kit for Perl5.0 and Remedy ARS 2.x API."

the hint being that you should use perl5.

be sure that you or your admin has properly configured, built and installed
the ExtUtils package in the perl 5.001 distribution. be sure you are using
perl version 5.001 or later.

it should build easily under solaris 2.3, 2.4 or 2.5.
