Hi,

You should not install ARSperl from CPAN; you should install it from
the sourceforce.net page using the big 'Download' button:
https://sourceforge.net/projects/arsperl/

Apart from that, you should also use a C compiler ('yum install gcc'
on RHEL) and download the ARS libraries from
http://rrr.se/download/arapi/
Now you'd be able to modify Makefile.PL in the arsperl download, put
the path to arapi in the Makefile.PL, and run

perl Makefile.PL
make
make test (if you have a test server)
make install
