I have had no luck compiling it on Windoze either. :-(  Jarl is about the
only person I know who has managed it.  He did compile 1.84 for me last week
sometime, but I don't know if he's sent it to Jeff to be added to the
sourceforge.net site yet.  I believe he's on vacation right now (Jarl).

 

He said that he compiled it with VCToolkit:

Hello all,

 

I was wondering if anyone has compiled an Activestate Arsperl 1.84 Package
for Windows?  If so, where could I download it from.  If not, could someone
please point me in the right direction on getting ARSPerl to compile on
Windows?  Like, which compiler to use, etc.  I've had zero success thus far.
