If I were you I would start with the following information:
What OS do you want to run ARSPerl from?
What version of ARS are you using?
Do you already know how to program in Perl?
then go to:
http://arsperl.sourceforge.net/
You should find all that you need there.
Feel free to ask any installation problems you might have here too.
