not necessarily, but you should if you have them available. if the above
problem persists and you re-used the 4.x API, then try the 6.x API.

yes.

yes. "use lib 'path';" should allow you to over-ride the location of
ARSperl. e.g. if you unpack 1.83 into '/tmp/ARSperl-1.83' and compile it
against 6.x, you can write a test script:
#!/usr/bin/perl
use lib '/tmp/ARSperl-1.83/blib/lib';
use lib '/tmp/ARSperl-1.83/blib/arch';
use ARS;
login...
loadqualifier....
without needing to do the "make install" step
