Hi Vinod,
I'm not sure you can do this. You could never use a function in the Run If
part of a filter or Active Link, so I don't believe you would be able to use
it in a Load Qualifier either.
You would probably need to set a hidden field using the length function via
workflow and then use that field in your qualifier.

Above is retrieving all the records from PagerNotification form
How can I use length function in ars_LoadQualifier.
