#29 Make fatal error U1085

I am working on compiling ARSperl-1.93 with 7.6.4 APIs on a Windows 7 machine. Perl version is 5.18.1. It will be used on a Win2k8 server but I'm unable to compile on that machine because of security issues. I was able to run the per Makefile.PL step easily enough, but I get an error with make (using nmake). The error is:
makefile(1002) : fatal error U1085: cannot mix implicit and explicit rules
Stop.

I would be happy to use a pre-complied binary but I can't find one for Perl 5.18 and ARS 7.6.4.
