#4 VCD Encoding

It would be great if you could use available tools
(such as mjpeg tools, mplayer/mencoder) to allow any
type of video file (AVI/MPG/QT) to be encoded into a
VCD-compliant MPEG.
As it is, there are no GUIs that I am aware of that
will do this.
