The most common mechanism for managing dependencies and builds in the Java world is via Maven. As such the standards project provides a parent POM.

The intent of a standard is to provide a mechanism for creating universal libraries. Drivers, I/O, logic, and so on which depend on the standards should be encouraged.

Compliance testing is essential for any programming standards. What tests can be automated to determine if an implementation is 100% coverage of all the elements in the standard. How thorugh do the implmentations need to be? Is the Maven POM a necessary part of the testing of the thoroughness?

If the standards are to prove viable then it is likely that at least one reference implementation be selected
