it should be possilbe to turn off the call to glFinish
(apparently, some GLs work fine without) and to enable a
small delay in the buffer swap code (the nvidia drivers,
for example, use 100% cpu while waiting for a buffer
swap which is a huge waste of energy)
Those two things are one request because the
implementation will be in exactly the same functions and
the setting will be both in the tweaks submenu.
