#59 /msg does not obey silenced players

You can message a player, even if they have silenced you.

    I forgot how the silencing mechanism worked, but I dimly
    remember its done by sending additional data with
    sn_ConsoleOut. I'll look into it.

    It was a little more complicated :(
    I had to add a new network message with the functionality I
    described an use it (when it's available on the client).
    Please verify that this works and close.

    The /me command now prints "player_name: player_name *" instead of "*
    playername "

    /msg works correctly with silenced players, but why must there be the odd
    formatting for when a client is not running the new version?

    Unfortunately, the only way silencing can work with older
    clients is to send a full featured chat message, standard
    console messages are never filtered. Silencing is handled
    completely client side. And with the chat messages, the
    client adds the "player_name:" all by itself :(
    We have the choice to ignore silencing or to make things
    ugly.

    So, should /me be removed, or left in, leaving users a way to speak even if
    they are silenced?

    @formatted /msg: Can we just use the same formatting for both? The
    sender ( --> receiver ) message is quite odd.
