When you enter an empty server alone, play a round, then
change your local player setup to splitscreen, both players
will be in the same team although that is not allowed in
the multiplayer settings. Probably the single player
settings are still in effect.
The same happens if another player joins from a different
client.
Workaround: set the sp_team_max_players to 1. Every
other value is stupid, anyway.

    To fix this in the code, the team settings would have to be
    updated as soon as the second player appears. This is difficult
    and requires convoluted code changes. I just changed the
    default configuration and documented this effect in
    settings_dedicated.cfg.

    Unfortunately, this also appears to happen when a second
    player connects from a different client. Reinvestigate.
