Reality (a) has a tendency to drift from the ideal (b).  Some examples:

Ideal:  installed
Actual:  missing
Reason:  Host was down when package was installed.
Another reason:  Have not run "ark package install" yet.

Ideal:  indeterminant
Actual:  missing or installed
Reason:  Packages marked "deprecated" may or may not be installed
