#44 Enhance IDigitalSubject for Passing Subject Constraints

When an identity service returns a subject, there may be a need to assigned subject level constraints in addition to attribute level constraints. IDigitalSubject and DigitalSubject will be expanded to support setting and accessing constraints as a Policy object.
