This fixes the issue reported in bug #1419161. An explanation is given there.

    Maybe we should have both of them respond, and then one of the NPC's says "Oh, sorry <other-npc-name>. Go ahead."

    As an extention to this, have each NPC configurable with a response delay (with some degree of randoness and/or adjustment for proximity). Some characters would naturally react faster than others. If another NPC has answered early enough compared to another's response time, then it won't answer (but if it's close enough, it will answer, then appoligize to the first responsing NPC).

    I have readed the patch twice and it is done how it should be done, but on the other hand it adds a check of distance against all the players that we may not afford.

    I will have a new look after a bit of refactoring on server side.

    Definitively I won't apply as server is suffering right now of too many NPC and too short time to compute its logic.
    Adding this check will only make things worse, although the idea is good.
