I'm using the newest version of wayback which I downloaded from http://builds.archive.org/maven2/org/archive/wayback/dist/1.8.0-SNAPSHOT/.( dist-1.8.0-SNAPSHOT-1.8.0-SNAPSHOT.tar.gz<http://builds.archive.org/maven2/org/archive/wayback/dist/1.8.0-SNAPSHOT/dist-1.8.0-SNAPSHOT-1.8.0-SNAPSHOT.tar.gz>). So as you have mentioned in 1) and 2) all the necessary files are there in the wayback directory. The 3rd point you have mentioned is yet to be implemented in the wayback. Isn't it?
