#20 Win32 improvements (mouse, fullscreen, floppies, command line)

Hi ArcEm developers,

Please consider the attached patch, which adds the following features to the Windows backend:

• command-line argument parsing ;
• smoother mouse movement in capture mode ;
• better behavior in capture mode (cannot escape the window) ;
• a new fullscreen mode, with a automatically hideable top menu bar ;
• a new floppy inject/eject feature,
• an experimental paste feature (uppercase handling still needs some love) ;
• and of course, GUI options/key shortcuts for most of these features.
