#12 Silly clock speed

System info: 2.8 GHz Pentium 4, Ubuntu 7.10

The RISC OS clock runs at a silly speed on my machine. Consequently, when !Alarm is run, the clock time runs at a huge rate compared with real time. This also affects anything else which depends on time, such as the double-click timeout, and keyboard autorepeat.
