#9 Fix Use_Video_Stream_Compression option handling

When reading the VM's configuration file, the 'Use_Video_Stream_Compression' flag was incorrectly parsed due to a misplaced exclamation point, leading to that option getting disabled every time you modified the VM configuration.

This issue came to light when building aqemu with GCC 6 for Fedora 24. I'm in the process of applying the patch there but thought it worth noting that slightly further down the same issue exists with the handling of the spice "Use_Playback_Compression" flag.

This issue should be fixed in 0.9.1. But it would be nice if I can get confirmation for it.
