this GNOME Google summer of code project is using metalink checker as a backend. looks like it's in Python so maybe it'll run on Windows?
My thoughts exactly. I don't immediately see any reason why it shouldn't work on Windows. You would need pygtk in addition to python, but that is available for Windows as well. My guess is that GGet isn't going to be including a GUI for the checking portion initially, but it would make sense to add it as a tool later on. Yes, maybe I'd be the one adding that code.
