#2 automatic free slot blocking

Don't know if this is a bug or just a program misfunction but when you automatic block users with less open slots it is blocking users with free open slots and not total open slot. So users with good share are being blocked because they have large queue and no open slots and users with bad share are not being blocked because when user has bad share no one is downloading from him so he has lot of free slots.
