The gui is character screen and not formatted like admin pages,
can the app be migrated to another theme, how to confirm is css of existing app is loading at all.

Are you saying that blog reader app css is not loaded?
Could you please e.g. attach screenhot aboy problem?
You can use browser developer tools or e.g. Firefox and Firebug and inspect HTML or network tab to see is css files correctly loaded.
Of you can change application theme if you like. It might need some work, e.g. in blog reader app there is named report column templates that you need create to new theme also.
