[Apc-aa-coders] init_page bug that stopped non super users logging in

I had a problem today where a non-superuser Administrator reported he 
couldn't log in,
Turned out that with the current CVS version, noone who was not a 
superuser could log in,

the problem turned out to be in init_page which now checks 
permissions, and didn't test the flag $after_login

Its fixed and checked in.
