#10 Read-Only User

How can I make a user read only. I changed the
categories view filed from a:1:{i:0;s:1:"1";} to
a:1:{i:0;s:0:"0";}which seemed to stop editing of
fields and items added by the administrator, but it
did not prevent adding new categories and items and
fields.

Can a new user category be added which would be user
only or should I change the user privileges in the
database itself?
