[AnyC-devel] Command Line Options

I replaced the makeshift command line argument parser with the 
standard gnu getopt_long parser.  I also added a usage message to go 
along with it.  Next, I'm going to work on getting the compiler to 
run the code through cpp.

Have you had a chance to try out the code yet?
