ANts cannot be, by definition, integrated into a DHT network. A DHT network shares information under the sunlight, without any sort of protection. ANts implements its own DHT protocol, based in IDs, within the network. As you may read from the project description IRC is just a cherry on the cake. IRC is not necessary for ANts. It was introduced in the GUI in order to ease the communication with users in the development phase. For convenience, an IRC bootstrap system was also implemented. Still, ANts has also another flexible bootstrap system based on GWebCaches operating by SOAP on port 80, thus hardly blocked by any ISP. Furthermore, when possible ANts listen for connections on port 443 and operates on HTTPS, therefore also the ANts protocol cannot be distinguished from a normal secure transaction on the web.

I leave the feature request open, but the system is already immune to ISP filtering.
