Definition of 'maxThreads'

    I am using the 'foreach' functionality to run a number
    of databuilds concurrently (from a list of 29 input tables) and was hoping that setting maxThreads to 4 would stop more than 4 running at any one time.  However, this does not seem to be the case, as all 29 databuilds are kicked of and running at once.

    Is this the expected behavior?
    What is the exact definition of 'maxThreads'?

    Here is what I have been running:

      <target name="extract-subzone">
        <echo message="Extracting subzone: ${e_sz}"/>
        <qsimportflat input="${flatdir}/bt_feb_day1_${e_sz}_cdrs_${dims}.fdd" 
                                  output="${focidir}/${basename}_p${parallel}_m${memory}_dp${dataparallel}_${e_sz}.ftr"/>
      </target>

    <target name="Extracts">
        <foreach list="${subzonelist}"
                 target="extract-subzone"
                 param="e_sz"
                 delimiter=" "
                 parallel="true"
                 maxThreads="${dataparallel}"/>
      </target>

    Where

    I'm using ant 1.6.1.  any help would be appreciated.
