The concept of whistle blowing is pretty straight forward. Wikipedia defines it as "a person who tells the public or someone in authority about alleged dishonest or illegal activities (misconduct) occurring in a government department or private company or organization. The alleged misconduct may be classified in many ways; for example, a violation of a law, rule, regulation and/or a direct threat to public interest, such as fraud, health/safety violations, and corruption. Whistleblowers may make their allegations internally (for example, to other people within the accused organization) or externally (to regulators, law enforcement agencies, to the media or to groups concerned with the issues)" link.

This solution provides a mechanism to exercise this activity anonymously.

One merely navigates to the ACR web, enters their complaint or concern, and whomever is listed as a manager receives an email notification of the post. The complainant may have opted to enter an email address so that they may be notified when updates are made to their case, however it is not necessary. They need only remember the pass-key they were provided when the lodged their case, and return to the site to check on the progress.

Managers are added via the Managers link located in the drop-down menu hidden under their username displayed in the upper right corner of the browser window. They are optionally granted the ability to manage the Manager list by either ticking that option when they are created, or by editing the account by clicking in the Manage Users column and entering "Yes" in the box. In-line editing of all fields except the Login Name is available.

When a manager logs in, they are immediately taken to the Reports area. Clicking on any of the Status's will bring up an option to enter a response, and change the Status of the case. If any other updates have been made to the case, they are displayed further down in that popup with the managers name, and the date the response was created. The whistle-blower is also notified if they opted to enter their email address when creating their post.
