#2 Email containing iso8859 characters

The filter ignore words including iso8859-1 character
I receive a lot of spam with hóttést néw sóftwaré
prógrams and these characters are not included in the
dictionary.
All &xxx; should be converted to there ASCII values :
eg: ó --> e
