#29 Support Template Selection From "My Settings"

The "My Settings" page should be able to show a dropdown
menu of all the user's installed templates, and reload them
based on what the user chooses. A new function would be
created, something like get_templates, which would read the
directories from /templates/. Ultimately, I wanted more out
of this (a whole template.xml sort of descriptive language,
along with a teaser screenshot, etc.), but this seems like a
quick and easy "first attempt".
