#2 TTS voice should change based on language

In the self-voicing interface (and any other parts of
AMIS which use TTS), the voice should change based on
the language of the source text.

In technical terms: we need language ID conversion
between ISO 639 format and SAPI format (and probably
also between xml:lang and SAPI format)
