#75 menu shortcut not always there

User report:
Within Play menu, access key for Play (p) /Pause (a) doesn't work when using Japanese. "p" and "a" don't appear on the menu.

Note from developer:
After reading this report, I noticed this in several other non-western language packs. Need to check if the shortcut is built into the caption at runtime (these commands are toggled during program execution).
