#834 Debian package ambulant-plugins incorrect

The ambulant-plugins package doesn't contain the .la files for the plugins (these are in the plugins-dev package).

Normally .la files should be in -dev packages, but for the Ambulant plugins the .la files are what triggers loading the plugin, so they should be in the normal plugin package.
