#98 Flexible approach for listing bundles

Under URL /bundle or menu All assessments only finalized assessments are listed (i.e. bundles with published status). Whether one can read them or not depends on the access rights assigned to the bundle.

This is a change from pre-3.0.1 version, as the public instances should not list all draft assessments. The users can still read particular assessment, if the proper access rights are established and given the assessment URL.

For custom versions, one might need to grant the users the right to see all assessments, even the ones from other users.

Separate URL for listing finalized ('/bundle' ) and and draft assessments ( '/dir/bd') .
This allows to set up custom access rights for each URL. The All assessments menu now has two subitems, for finalized and draft bundles.
