#18 add Precedence junk header

It will be a nice feature to add header like
'Precedence: bulk or junk' at a coustom SPAM Level.

for example:
mails are only tagged never deleted if they pass the
first mailrelay.
Backend Servers like Exchange and others will never
send an Absense Message if this header is found.
