systemctl cannot run inside of mock chroots used to build most RPMs:

<mock-chroot> sh-4.2# systemctl show -p UnitDir
Failed to get D-Bus connection: Operation not permitted

If necessary, --with-system could take an argument for unitdir?

Or just test for the existence of /usr/lib/systemd/system then /lib/systemd/system? Seems like that would pretty much cover the bases.
